Salbutamol is a beta-agnoist which targets broncihial smooth muscle. This is ineffective at targeting upper airway obstructions, for example croup or anaphalaxys.
Nebulised adrenaline is non-specific and works on both alpha and beta adrenergic receptors. Its affect on alpha adrenergic receptors causes vasoconstriction → reducing the upper airway inflammation present in croup
