Rationale for change
Oat cell is an outdated term and its use in this context interfere with Amboss add-ons. If you go to Google scholar and search for "oat cell lung cancer" you'll mostly find articles dating back to the 1970's and 1980's. Whereas "small cell lung cancer" has millions of articles, including from recent years. I doubt the NBME will be testing whether a student knows what this cancer was called 50 years go.
