Rationale for new note

For UWORLD Step 2 QID 20196, there are no cards tagged for it. Upon further search of the AnKing deck, there are no cards that mention the main educational objective for this question. Because the entire point of the quesiton is the teach us the educational objective and there are no cards pertaining to this topic, i created a card.

Educational objective:
The priority of resuscitation in those involved in drowning is restoring ventilation. Rescue breaths should be provided as soon as possible, followed by standard cardiopulmonary resuscitation (CPR). This differs from guidelines for CPR in nondrowning adult cardiac arrest (usually due to arrhythmia), which focus on immediate uninterrupted chest compressions without delaying rescue breathing.

Text
The first step in submersion-related cardiac arrest in the field is {{c1::administering rescue breaths prior to starting chest compressions}}
Extra
- For someone who looks like they drowned and don't have a pulse is likely experiencing cardiac arrest 2/2 to hypoxia, and resuscitation should first prioritize restoring ventilaiton (water blocking their airway)

- This is different from nonsubmersion-related adult cardiac arrest which is likely 2/2 arrhythmia, where resuscitation focuses on starting uninterrupted chest compressions
