So the reason you can't have a conductor is that it would essentally complete the circuit, so electrons would flow and the capaciter would just become a hunk of metal – but if you have an insulator, electrons are not allowed to leave their atoms so they just get polarized (actualy creating an electric field in the opposite direction)
