According to the AMBOSS definition, telogen effluvium is : A type of alopecia caused by premature shedding of hair follicles that are in the resting phase (telogen) of hair growth.
The correct card should read "Thinning of the hair as follicles exit RESTING phase too early"
The card states it is exit of follicles from the GROWTH PHASE, when instead it should be exit of follicles from the RESTING PHASE

AMBOSS is vague here-- I understand the confusion. However, I believe the card is correct. The first NCBI article you shared states that "if the body remains under significant stress, approximately 70% of anagen [growth phase] hair precipitates into the telogen [resting] phase, thus causing hair loss."
The second NCBI article states that
"telogen effluvium...occurs when anagen [growth phase] hairs are prematurely shifted into the telogen [resting] phase and can be triggered by various causes, including medications, physical or psychological stressors, hospitalization, and pregnancy."
