Rationale for change

I got a passage-based question on UWorld wrong using this card. The passage discusses children ages 7-12 undergoing a language comprehension test. Passage figure shows that children aged 10-12 has much better language comprehension than children aged 7-9. Question asks "Does the concept of the critical period of language development help explain the differences between the age groups in the study?" I said no because this card said that it was most active from birth to ages 8-9 but didn't specify any activity past age 9. I picked the option that said, "no because only the youngest children were still in the critical period" (as this card states). The correct option was "yes, because all children studied are within the critical period of language development." UWorld then goes on to show a critical period graph where the window of opportunity for language acquisition is high up until ages 8/9 but is still present in low amounts up until age 18.
