AMBOSS and UTD date both refer to it as "senorineural hearing loss" when speaking about congenital rubella. UTD and ChatGPT (sorry haha) confirm that SNHL in congenital rubella is progressive, and therefore may not be exactly "deafness", as the patient may often have partial hearing still.
