multipel states of oxidation can mean that something is from -3 -> -2 and -3 -> -1. both of this is oxidation and technically follows the rules since they are 2 different oxidation states but it is not disproportionation. khan academy syas that it is a a substance that is both oxidized and reduced in the same reaction.
