Rationale for change

This is not describing translocation rather substitution. Translocation involves the swapping of segments not simply the addition of one segment of DNA to another.

Rejection reason

The verbiage of this note doesn't refer to an addition per se, so since a segment from one DNA is being carried over to another, it would be a swap. "Translocation" is used because this is the technical term. Source: Kaplan 12.2 (Changes in the Gene Pool), specifically under the "Chromosomal Mutations" heading
