Rationale for change
There is no way to determine whether the answer is primary or secondary hypogonadism with the information in the question stem. Primary hypogonadism can also cause a lack of development of secondary sex characteristics and absence of puberty. Low LH and low FSH specify secondary hypogonadism
In the previous history of this note, the low LH and FSH were added, but it seems to have been deleted by accident (there is no reason for why it was removed).
